Yes, it's still in the game. I've hit it twice on one run against the Queen of Dust.

Unlock changes post-DLC[]
With the Wildcards update, some unlocks have moved. The Embertown Hero and Devil's Carnival encounters are no longer unlocked by Queen of Dust. Instead, the unlocks were moved to Jack of Plague. Torinir (talk) 18:18, 22 April 2015 (UTC)
